Does someone need to have committed any crimes for a restraining order to be issued against them? Alternatively, may it be due to personal factors like emotional strain?
What if all you wanted was for them to leave your life because they were constantly attempting to communicate to you and it was difficult to ignore them because you lived close to them? Furthermore, how would it even function considering you are in close quarters with them (same college/university)?
Although I live in Australia, I am sure the laws would be the same anywhere. Please, I would appreciate any response. There is nothing more that I can do.

In Australia, you don’t necessarily need to have experienced a crime to apply for a restraining order. These orders, also known as Apprehended Violence Orders (AVOs) or Personal Safety Intervention Orders (PSIOs), can be issued to protect someone from harassment, threats, or emotional abuse.
Restraining orders require a legal basis. Courts do not grant them without cause. The person filing for the order must show they have a reasonable fear or provide evidence of a threat even though the threat is a result of personal reasons.
It is important to reach out to local support services or legal advisors who can provide guidance tailored to your specific situation.
