I don’t know any place where that applies to marriage licenses. Protection based on marital status applies to things like housing or employment discrimination, not marriage licensing.

The government doesn’t stop anyone from having a relationship with multiple people, but legally recognized marriage is only one-on-one.

By that logic, all laws are discriminatory. Taxes discriminate against people who don’t want to pay them. Laws don’t have to support every lifestyle.
Polygamy is illegal in a lot of places, mostly because of inheritance and legal complications. Open relationships are fine, but only one person can claim official spousal rights.
