Lost my purse and driver’s license... what do I do now?

I lost my purse and my driver’s license since Saturday. The only place I went was to church and then home. I’ve already retraced my steps but I can’t find it. My car door slammed on my leg when I was getting in, so maybe I dropped it in the parking lot? No one’s reported finding it, and my phone is turned off so calling doesn’t help. Anyone know the steps I need to take to get a replacement? I need to report it but IDK where to start. Help?
