If a state passes a bill to require employers to provide paid sick days off, can a union prevent union members from getting the paid sick leave? Basically, can a union break local/state/federal labor laws? I’m in Missouri.
It’s not usually breaking the law because most labor laws have exemptions for people under a CBA. Under a CBA, you’re given other benefits and protections not afforded to at-will employees. So it’s not good policy to mandate what benefits are in CBAs since each is different and negotiated by different parties.

CBA stands for Collective Bargaining Agreement. It’s a contract between a union and an employer covering wages, hours, and other terms of employment.
In MO, yes, with some exceptions for state employees. Here’s more info: SB550 - Collective Bargaining For Public Employees.
It sounds like unions can’t outright break labor laws, but they might negotiate terms that provide different benefits under a CBA.

Yeah, it’s more about different negotiated benefits rather than breaking the law.
