Are drug tests and background checks normal for 1099 contractors?

I run a small business and work as a 1099 contractor for different companies. One of them asked me to do a drug test and background check. I’m not an employee, so I’m wondering if they can require this. Is it standard for contractors to go through these screenings?

For drug tests, they usually give you notice. They can’t just surprise you with one out of nowhere.
