Can I get a new South Carolina driver's license with a suspended one in Oregon?

I’ve got a suspended driver’s license in Oregon, but I used to live in South Carolina and had an SC license. I’m planning to move back to SC soon and was wondering if I can get a new SC license, even though my Oregon license is suspended. I checked my SC driving record, and it says there’s no suspension, but IDK if that’s all that matters… Any thoughts?
